Financial Transparency

Information: The School Information (England) Regulations 2020

In 2019 the Department for Education ran a consultation entitled “ Financial transparency of local authority maintained schools and academy trusts” and has begun implementing the proposals as  per the government response.

The School Information (England) Regulations 2020 take effect from 1 January 2021 and require maintained schools to publish on their website the number of school employees (if any) whose gross annual salary is £100,000 or more in £10,000 bands.

16 – 19 Tuition Fund

The Department of Education announced funding to support students whose learning was disrupted as a result of the COVID pandemic. This 16-19 Tuition Fund is available to all 16 to 19 providers such as Dronfield Henry Fanshawe School and is ring-fenced for 16 to 19 students only.

The funding can be used to support small group tuition for 16 to 19 students in English, maths, and other courses where learning has been disrupted. The guidance indicates that the supported students must be on a 16 to 19 study programme and who have not achieved grade 4 or above in GCSE maths and/or English by age 16. All will be on a 16 to 19 study programme. The subjects covered in the tuition will not be limited to English and maths but will be identified according to need and existing programmes.

Dronfield Henry Fanshawe School commits to using the funding that it has been given to mitigate against the impact of the pandemic on our study programme students.

Support sessions will be prioritised for the following students:

The funding will be used to support students who are enrolled in the Sixth Form on Level 3 qualifications who do not have a grade 4 in either GCSE maths and/or GCSE English Language. The support will consist of individual and small group level sessions to provide remote and the option of face to face education on the qualifications above, with bespoke subject catchup and GCSE exam resit preparation.

This will include an English tutor in school and virtual tutors for both maths and English Language.

Priority will be given to those most vulnerable including disadvantaged, students with additional needs and looked after children.

Our Commitment

DHFS is committed to ensuring the tuition fund is used in accordance with the Government’s guidance on the 16 to 19 tuition fund by:

  • producing this statement setting out how the fund will be used to support the most disadvantaged students
  • publishing this guidance on the DHFS website
  • recording the use of the fund, including references to individual students who receive support, the needs of those students, the number of hours of tuition delivered and retain the evidence of the tuition provided
  • deliver the extra tuition and spend the allocated funds in the academic year 2020/21
  • notify the Education Skills Funding Agency (ESFA) of any underspend from the Fund for it to be reclaimed

The Pre-Action Protocol for Low Value Personal Injury (Employer’s Liability and Public Liability) Claims will apply to the majority of compensation claims with a value of £25,000.00 or less in relation to accidents occurring on or after 31st July 2013.

The Protocol requires the Claimant to make a reasonable attempt to identify the relevant insurance company.

Taking this into consideration, Derbyshire County Council volunteers that since 2014 it has had the benefit of Public Liability and Employers Liability Insurance with QBE via Risk Management Partners, however all such claims are currently handled by appointed Loss Adjusters on the Council’s behalf.

This school is part of Derbyshire County Council and is included in these insurance arrangements.

Appropriate arrangements have been undertaken to ensure the Council is registered and clearly visible on the Portal operated by Claims Portal Ltd as a Compensator.

Therefore all Claims Notification Forms (CNF) relating to DRONFIELD HENRY FANSHAWE SCHOOL should be directed to Derbyshire County Council via the Claims Portal, where Derbyshire County Council is clearly identifiable. All claims notified will be automatically directed to the Council’s Loss Adjusters to administer.

The Council therefore expects claims captured by the Protocol to be properly directed through the Portal from 31st July 2013 onwards. Should any claims (CNFs) be notified to the contrary, the Council will take issue in terms of any costs payable and subsequently claimed in excess of those payable for portal claims (in the event liability is conceded in full following investigation) and will produce this published notice to the Court.

For the avoidance of doubt, in respect of any claims arising for incidents that occurred on or prior to 30th July 2013, claims should be directed in writing via a formal Letter of Claim to the Legal Department, Derbyshire County Council, County Hall, Matlock, Derbyshire, DE4 3AG.

The accounts for Financial Year 2021-22 were approved by Governors at the Resources Committee meeting. The minute number for the meeting is 22/32.

Minute number 22/32 states:

Approval of School Fund Accounts Annual report received from the external auditor – P R Parkin. They confirmed that the financial statements give a true and fair view of the financial position of the School Funds as at 31 August 2022. No matters of concern from P Parkin.
